1971-1980: consolidation

François Goguel succeeded Pierre Renouvin as president of the Foundation. This was a period of severe budgetary constraints on universities, with all funds being frozen at nominal values until 1981. Notwithstanding the financial squeeze, the Foundation managed to bring new buildings into service, opening facilities in Rue de la Chaise, Rue des Saints-Pères and Rue de Chevreuse. Given the political climate of the time, this ensured the solidity of the existing structure of the institution.

Th research centres were consolidated and expanded. Agreements signed with the Grenoble and Bordeaux IEP Institutes of Political Studies brought their main centres into association with the Foundation. The CHEAM (Centre des Hautes Etudes sur l’Afrique et l’Asie Modernes) joined the Foundation in 1973. In the domain of contemporary history, the setting up in 1972 of the contemporary archives service was part of the legacy of a series of conferences organized, at Sciences Po from 1965 at the behest of René Rémond.

In 1975, an in-house publishing arm was set up under the directorship of Louis Bodin: Les Presses de la FNSP. It was one of the first university presses to be established in France.

During this period, the postgraduate political studies curriculum was introduced at the IEP. In 1974 it was authorised to award the DEA (a one-year pre-doctoral degree in France at the time) and also doctorates. Further postgraduate courses were set up in sociology, economics and demographics, East European studies and contemporary history, as well as several one-year DESS (post-Masters degree) vocational qualifications: in documentation, marketing, town planning, finance and employment.
